The fine sand beach taht lines the coast for 60 kilometers has been declared a special developement zone-the governement only authorizes the construction of "luxury" hotels here, hoping to profit from the classification, in 1999, of Hoi An as a Unesco World Heritage site. So far the only one to try the experiment is the Victoria, builta year and a half ago. In front of its row of shiny new bungalows, the hotel's pet elephant languorously paces the beach...
